Rotary Club of Taipei helps providing clean drinking water to 6 schools in Weinan City of the Shaanxi Province in the Mainland of China supporting the project of Rotary Club of Metropolitan Hong Kong.

The original objective was to provide clean drinking water to students and staff of six selected schools in Weinan City of the Shaanxi Province in the Mainland of China.

The city water supply in Shaanxi Province has been very poor due to insufficient government funding and facilities in general. Domestic water supply has to be mixed up partly with well, river and rain water, etc. As a result, the hygiene of water supply is very poor and quite often affects the health of the population. This problem is even worse in schools in the Province. There are over 300 central schools in the greater city of Weinan City. Each school serves an area of about 60km radius. Children usually reside with the school during the week and return home in the weekend. Normally 90% of the children are residents. A central school normally has about 1000-1500 students and about 100 teachers/staff. Clean water supply to the students has always been a problem to the schools.

For each of 6 selected central schools in Weinan City of the Shaanxi Province, a Water Purification System (WPS) was installed which would provide clean water for drinking and cooking for all the students, teachers and staff of the school. The pictures in the gallery below are illustrative of the results achieved through installation of the WPS. They were taken by PP Albert Poon, Chair of Water Service Project in District 3450 and also the engineer providing expert advice to the Water Service Project.

Installation work was completed in end 2013. Follow-up work was needed in checking the quality of the water coming through the system and training staff of the schools in regard to daily maintenance required to ensure that the system could last for 10 years or more. A total of 5,300 students, teachers and staff of the six selected schools in Weinan City of the Shaanxi Province benefited from the project.
The six Schools selected are:
(i) Pucheng County Kuangqu Primary School
(ii) Pucheng County Xing Town Middle School
(iii) Pucheng County Shangwang Town Junior Middle School
(iv) Pucheng County Dangmu Middle School
(v) Pucheng County Gaoyang Town Junior Middle School
(vi) Pucheng County Luobin Junior Middle School

Rotarians closely monitored the project.

In March 2013, Rotarians from Rotary Club of Metropolitan Hong Kong met Government officials of the Shaanxi Province (including senior officials in the Overseas Chinese Affairs Department and Education Bureau), Principals of schools involved, and the construction contractors and Clerk of Works responsible for the installation of the WPS (while the filtering machine was imported from Australia, the installation work including erection of the two huge water tanks had to be done by local contractors overseen by Clerk of Works engaged by us). During the meetings, Rotarians witnessed the signing of contract between the Overseas Chinese Affairs Department and the Education Bureau, while we also signed contracts with the contractors and clerk of works with the government officials there as the witness. This was done in March after they received the Letter of Announcement from TRF in February 2013 that the project was approved.

In May 2013, Rotary Club of Matropolitan visited the schools in Weinan City and met the contractors and clerk of works to check work progress through meetings as well as on-site visits.

In October 2013, Rotarians visited the schools in Weinan City where some of the WPS had already been installed and handing over ceremony could be conducted. They conducted detailed inspection, identified issues which would need further attention and follow-up to ensure that the WPS already installed and those to be installed would fully comply with our requirements. Representatives from Rotary Club of Taipei Fujung also joined the visit.

By end April 2014, all the WPS were installed and have been running for several months. Inspection was made of all the WPS by the Clerk of Works engaged by Rotary Club of Metropolitan and the findings proved to be satisfactory.
